Delegate Foster moves to amend the revised committee substitute bill on page 2, section 5a, beginning on line 7, after the word “section” and the period by striking the remainder of subsection (a);

On page 2, section 5a, on line 18, after the word “counties”, the quotation mark, and the period by inserting the following sentence:

“Effective July 1, 2023, and every year thereafter, one percent of the 75% percent of the tax dedicated for oil and gas producing counties, attributable to the severance of oil and gas imposed by §11-13A-3a of this code, is hereby dedicated for the use and benefit of regulating the oil and gas industry by the Office of Oil and Gas in the Department of Environmental Protection and shall be deposited in the Oil and Gas Operating Permit and Processing Fund to ensure that the Office of Oil and Gas has sufficient funding to support its regulatory mission of ensuring the safety of the natural environment of this state.”;

On page 2, section 5a, on line 28, after the word “municipalities” by inserting a comma and the following:

“less the amount deposited to the Oil and Gas Operating Permit and Processing Fund,”;

AND,

On page 3, section 5a, on line 39, after the word “municipalities” by inserting a comma and the following:

“less the amount deposited to the Oil and Gas Operating Permit and Processing Fund,”.
